Established in 1951, IOM is the leading inter-governmental organization in the field of
migration and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
It does so by providing services and advice to governments and migrants.
Context:
The OTI funded SSI project in Somalia is primarily a community-based, small grants
initiative implemented in close coordination with the donor, with communities in priority
areas, and with all levels of Government, particularly newly formed District Administrations
and regional state institutions. The overall objective of the program is to support the political
transition of Somalia towards a functioning and stabilized Federal State through activities
that promote good governance, consolidation of the federal structure, and a receptive
environment to respond to emerging political contingencies;
Under the overall supervision of the Field Coordinator and the direct supervision of the
National Project Officer, the successful candidate will be responsible for the support,
coordination and implementation of the M&E activities for the OTI project.
Core Functions / Responsibilities:
1. Assist the Monitoring & Evaluation and Communication unit to collect context relevant
information for grant activity design and weekly reporting purposes.
2. Assist in activity level monitoring and data collection as per specific grant activity
deliverables.

3. Support SSI awardee and or implementing partners to report as per grant requirements
and use preferred reporting templates to ensure data quality, accuracy, consistency and
completeness and compliance with donor’s Web based database standards.
4. Support SPAs and PAs in grant activity site visits and provide reports as required.
5. Supports the SME to conduct Focus Groups Discussion, pre and post activity surveys,
etc. to assist discern activity outcomes. Assist the Project Advisors on M&E Status report
updates.
6. Assist in collecting 1st person narratives, quotes and, success stories, to support impact
and outcome reporting for the Program.
7. Assist in data review and analysis of emerging themes for the Community feedback
/hotline.
8. Assist in discerning lessons learned and documenting obstacles/challenges and
resulting mitigating measures.
9. Assist in drafting of Final Evaluation Reports for grant activities and in the overall grant
activity closure process.
10. Perform any other duties as may be required from time to time.
Required Qualifications and Experience
Education
 Bachelor’s degree in Media, Social Sciences, Journalism or an equivalent
 A demonstrated record of field-based project management experience in positions of
increasing responsibility; preferably in Somalia;
 Thorough knowledge of United States Agency for International Development
(USAID) programming and standard requirements, specifically with Stabilization
project in Somalia is an asset.
Experience
 A minimum of 4 years of professional experience managing events and activities for
international organizations
 Demonstrated skills in writing reports and communication materials (samples will be
requested).
 Thorough knowledge and demonstrated capacity to understand and analyze the
national, regional, and local political context, government structures and current in
Somalia;
 Willingness to uphold and enforce professional standards of conduct, in accordance
with relevant donor requirements;
 Demonstrated proficiency with Microsoft Office applications, including Excel,
PowerPoint, Good knowledge of information technology and proficiency in Microsoft
Office applications especially Excel, Word, PowerPoint, Publisher, and SharePoint.
Languages
Fluency in English and Somali is required.

Appointment will be subject to certification that the candidate is medically fit for appointment and
verification of residency, visa and authorizations by the concerned Government, where
applicable.
Only candidates residing in either the country of the duty station or from a location in a
neighbouring country that is within commuting distance of the duty station will be considered. In
all cases, a prerequisite for taking up the position is legal residency in the country of the duty
station, or in the neighbouring country located within commuting distance, and work permit, as
applicable.
