The long and protracted civil war in Somalia, inter alia, destroyed public service infrastructures and robbed the country of most of its professional human resources. One of the key outcomes of these developments is the lack of sufficient levels of qualified manpower within government establishments. Staff capacity across the government is low, and the few professionals that are currently in government institutions are underemployed. In Puntland, these challenges are compounded by the absence of any visible mechanisms for employee performance management.
In addition to the foregoing state of affairs is the lack of clarity in mandates and functions across government institutions and between the Federal and the State Governments. In Puntland, clear policy frameworks, strategies, systems and procedures in most government institutions are largely absent, often leading to competing and overlapping functions. In particular, the civil service legal and regulatory frameworks, which provide the overall guidance for civil service management are incomplete and insufficiently adhered to.
This project is designed to respond to some of these challenges. It seeks to support the capacity development of the Federal Government of Somalia and the Puntland State Government. For Puntland, the project particularly aims at strengthening the performance of key government institutions, including the Ministry of Planning and International Cooperation through the implementation of five key engendered and conflict sensitive performance enhancement support initiatives in support of civil service management and core of government functions in Puntland: i) Civil Service Management; ii) Civil Service Training; iii) Good Governance; iv) Gender Mainstreaming; and v) Aid and Development Coordination.
Under the supervision of the Project Manager/team leader and the Head of Sub Office in UNDP Puntland, the NPPO will be responsible for assisting in the management of project inputs and delivery of project outputs.
The officer will assist with the delivery of the following project outputs
Review and amendment of the legal frameworks pertaining to Puntland state institutions with focus on civil service management, planning, aid coordination and monitoring and evaluation;
Contribute to the strategic development of the Capacity Development in collaboration with all relevant stakeholders;
Assist in organising missions and logistical support for incoming Capacity Development missions.
Duties and Responsibilities
Develop grant management documents known as LOAs using UNDP formats and standards;
Monthly, Quarterly and Annual project reports drafted in liaison with Puntland government officials who receive UNDP assistance;
Identify success stories regularly and update the project and Communications team in UNDP;
Ensure quality control of all project activities supported by the UNDP SIP project in Puntland;
Offer project management trainings to government officials where this required;
Identify capacity needs of different government officials and departments where necessary;
Initiate new and innovative ideas in topical issues such as aid management, governance, anti-corruption, labour laws, gender mainstreaming and other related matters;
Assist the team leader and the project assistant on the preparation of annual plans and financial liquidations;
Assisting in managing the delivery of inputs and outputs in line with the project’s approved work plan in the context of Capacity Development activities in Garowe.
Assisting the Project management in ensuring accountability for use of project funds;
Assist the Project Assistants in Garowe on financial management of the project activities, including monitoring Project financial expenditures and transactions;
Ensuring that programme resources are used in a balanced way that confirms the application of the Human Rights Based approach and contributes to peace building; and
Ensuring strict and consistent application of UNDP rules and regulations.

Required Skills and Experience
Master’s degree preferably in peace, conflict and security, economics, business or public administration, political or social science, law, international studies, development studies or any other related field.
A first level university degree in a relevant field with a minimum of 2 years’ relevant experience may be accepted in lieu of the advanced university degree.
Minimum of 2 years’ relevant experience with a first level university degree at the national or international level in the area of finance, administration and project/operations management in a governmental, multilateral or civil society organization in a multi-cultural setting.
Experience with governance issues required.
Understanding of the current economic, social and political dynamics of Somalia is desirable.
Strong IT skills. Experience with ATLAS will be an asset.
Fluency in English and Somali (written and spoken) is required.
